TEİAŞ Ancillary Service Controls

Primer Frequency Control:

Primary frequency control performance tests are carried out in accordance with the relevant technical procedure specified in the electricity market grid regulation.

Except for the generation facilities listed below, all generation facilities with installed power of 50 MW and above are required to participate in primary frequency control:

  • Canal or river type hydroelectric power plant
  • Wind Power Plants
  • Solar Power Plants
  • Wave Power Plants
  • Tidal Power Plants

These Power Plants which are exempted from participation in primary frequency control, may sign a primary frequency control service agreement with TEIAS to provide primary frequency control service if requested and approved by TEIAS.

Secondary Frequency Control:

Secondary frequency control performance tests are carried out in accordance with the relevant technical procedure specified in the electricity market grid regulation.

Secondary frequency control performance tests are secondary frequency control pre-qualification performance tests to be carried out in production units and secondary frequency control performance tests to be carried out based the Automatic Generation Control (AGC) system at the National Load Dispatch Center.

Reactive Power Control:

All licensed generation facilities connected to the transmission and distribution system are required to participate in reactive power control continuously and/or in accordance with the instructions of BYTM and then the transmission or distribution system operator, through an automatic voltage regulator between power factors of 0.85 with over-excitation and 0.95 with under-excitation. It is mandatory that wind energy-based production facilities can operate at every point for power factor values within the limits specified in ANNEX-18 of the Energy Market Network Regulation (EPSM). (EPŞY 126/E – 1)

Instantaneous Demand Control:

The purpose of Instantaneous Demand Control Service Performance Tests is to verify that the demand of the consumption points located in the tested consumption facilities and participating in this service can be automatically cut off via instantaneous demand control relays in case the system frequency drops to the frequency level determined by TEİAŞ.

Black Start:

The procedure for the black start performance tests is determined by article 112 of the electricity market grid regulation.

Power System Stabilizer Control:

Units of conventional type units with a unit power of 75MW and more or conventional type power plants with a total installed power of 300 MW and more must be also have a Power System Stabilizer. Power system stabilizers must be actively operated by adjusting their parameter settings to damping power swing in line with the criteria specified in the Electricity Grid Regulation Appendix-12.
