TEİAŞ Ancillary Service Controls

Primer Frequency Control:

Primary frequency control performance tests are carried out in accordance with the relevant technical procedure specified in the electricity market grid regulation.

Except for the generation facilities listed below, all generation facilities with installed power of 50 MW and above are required to participate in primary frequency control:

  • Canal or river type hydroelectric power plant
  • Wind Power Plants
  • Solar Power Plants
  • Wave Power Plants
  • Tidal Power Plants

These Power Plants which are exempted from participation in primary frequency control, may sign a primary frequency control service agreement with TEIAS to provide primary frequency control service if requested and approved by TEIAS.

Secondary Frequency Control:

Secondary frequency control performance tests are carried out in accordance with the relevant technical procedure specified in the electricity market grid regulation.

Secondary frequency control performance tests are secondary frequency control pre-qualification performance tests to be carried out in production units and secondary frequency control performance tests to be carried out based the Automatic Generation Control (AGC) system at the National Load Dispatch Center.

Reactive Power Control:

All licensed generation facilities connected to the transmission and distribution system are required to participate in reactive power control continuously and/or in accordance with the instructions of BYTM and then the transmission or distribution system operator, through an automatic voltage regulator between power factors of 0.85 with over-excitation and 0.95 with under-excitation. It is mandatory that wind energy-based production facilities can operate at every point for power factor values within the limits specified in ANNEX-18 of the Energy Market Network Regulation (EPSM). (EPŞY 126/E – 1)

Instantaneous Demand Control:

The purpose of Instantaneous Demand Control Service Performance Tests is to verify that the demand of the consumption points located in the tested consumption facilities and participating in this service can be automatically cut off via instantaneous demand control relays in case the system frequency drops to the frequency level determined by TEİAŞ.

Black Start:

The procedure for the black start performance tests is determined by article 112 of the electricity market grid regulation.

Power System Stabilizer Control:

Units of conventional type units with a unit power of 75MW and more or conventional type power plants with a total installed power of 300 MW and more must be also have a Power System Stabilizer. Power system stabilizers must be actively operated by adjusting their parameter settings to damping power swing in line with the criteria specified in the Electricity Grid Regulation Appendix-12.

Electrical Measurement and Controls

Grounding System Control:

Leakage currents and voltages caused by various reasons in electrical devices can endanger the safety of life and property. Grounding is one of the process to be applied in order to protect human life and prevent damage to the device in case of such an error. The device bodies are grounded in accordance with the regulations and the safety of the devices is increased with residual current relays. It is cyclically checks and measurements in order to use these systems safely and continuously and to detect various errors and malfunctions in a timely manner.

Lightning Rod Installation Control:

Lightning protection installations, in order to transmit the lightning current safely to the grounding; It is made by grounding an active or passive capturing terminal system with a low resistance conductor.

Electric Panel Control:

The electrical panel ensures the safety and control of the facility where they are located. The elements involved act a major role in the systematic and safe operation of the equipment and devices in the facility. In situations that may cause any malfunction or problem, it can be great risks to both equipment and human life. For this reason, regular inspections of the panels should be done periodically.

Thermographic Inspection Control:

The reason for heating in electrical applications is the transition resistance, in other words, looseness. During the inspection, transformer connections, transformer bodies, cable connections, cable joints, cable entries, busbar joints, bus entry and exit points, connection points of the materials in the panel, and body temperatures are checked. When a point warming is detected, it is recorded as a thermal image and a normal image with a thermal camera.

The aim of electrical internal installation controls is to identify the problematic or missing parts of the facility. Thus, a possible accident or fire caused by these deficiencies is prevented. Every element in the installation is controlled.

Leakage Current Protection Control:

Leakage current relays are used to protect human life and prevent fires that may be caused by leakage current. If the leakage current exceeds 30 mA, it is considered dangerous for human health. When the leakage current exceeds 300 mA, there is a risk of fire due to heating.

Harmonic Measurements and Network Analysis:

In power systems, current and voltage curves are desired to be sinusoidal in fixed frequency and amplitude. With the rapid increase of electrical and electronic devices in every field today, it also negatively affects the quality of electrical energy.

One of the important factors in the quality of electrical energy is harmonics. Harmonic is the departure of current or voltage from the pure sinusoid.

Insulation Resistance Measurements:

Electrical isolation (electrical insulator) is a type of insulation (insulation) made to ensure that electrical energy only passes over the relevant conductor, to prevent short circuit currents that may occur and to ensure the safety of living things. For this reason, the parts where the products used in the transmission will come into contact with the environment should be covered with insulation (insulating) materials.
